Text Box: When the UPHA area was developing, may of our neighborhoods were outside the city limits so many of the streets were narrow and had no sidewalks. Now that we have so many cars, the streets are often lined with parked cars making it dangerous for walkers and bikers to use the streets.    Since UPHA prides itself for being a Walkable Community it seems we should place a high priority on helping provide sidewalks along certain streets in our neighborhood.    Four Text Box: locations have been identified that we believe deserve high priority for a new sidewalk on at least one side of the street. They are: 1. Brooks Ave. from Barmettler to Wade, 2. Van Dyke from Brooks to Dixie Trail, and 3. Van Dyke from Rosemont to Oberlin Rd. and 4. Barmettler from Dixie Trail to Gardner.    In order to move forward with each project it is necessary to obtain signatures on a “Valid Petition” (at least 51% of adjoining property owners must sign) requesting the sidewalk. Text Box: This petition must be submitted to the City Council for consideration.    If you live along one of the locations identified above, and you want the sidewalk built, please start talking to your neighbors to obtain their support. If you find there is a general approval of the idea we will join with you in moving the project along.

Text Box: second, the time required to “qualify” for the Probationary Permit Program can be months and years; and, third, the computerized record keeping system being considered does not have the capability to keep track of events leading up to the “qualifying violations”. Text Box: These events include complaints, citations, fines assessed, fines paid, fees assessed and paid, notice of violations, arrests, etc.
  For these reasons it appears the proposed ordinance will not provide the effective tool needed to preserve our neighborhoods.

Text Box: Two new ABC permit have been requested for the Hillsborough Street area. KATMANDO, 3003 Hillsborough Street, is one of the locations. This is the former Comet Lounge across from East Village. The applicant owns several restaurant/bars in the area and is looking to open KATMANDO as a bar open till 2am. Text Box: UPHA will be meeting with the applicant and reply to the ABC Commission with our comments regarding our opinion on the suitability of this business within our residential community. The other permit request is for WABA, 2502 1/2 Hillsborough Street. This is upstairs where Alphie's Caribbean Restaurant used to be. Text Box: UPHA has contacted the applicant to set up a meeting with them. It appears at this time that this will be a restaurant with an 11pm closing time. UPHA will reply to the ABC Commission to render our opinion on this business.
